En sesión del Consejo Departamental Para la Gestión del Riesgo de Desastres, se aprobaron las líneas de intervención del plan de acción como respuesta al colapso de puente sobre el río Ariporo, algunas de estas actividades ya se vienen ejecutando.
El gobernador Salomón Sanabria presidió el Consejo Departamental Extraordinario de Gestión del Riesgo de Desastres (CDGRD) en el cual se formalizaron, cada una de las intervenciones que serán realizadas bajo los términos del estado de emergencia decretado en este departamento.
“Entendemos que varias actividades ya se están ejecutando, sin embargo, es un trámite que debe realizarse, dando cumplimiento al decreto 0287 del 14 de octubre del 2022 con el cual se estableció la calamidad pública. El documento (plan de acción específico) establece la hoja de ruta, de obligatorio cumplimiento por la ley, para realizar la atención, recuperación y restablecimiento de la emergencia durante los próximos meses”, explicó el ingeniero Salomón Sanabria, primera autoridad de Casanare.
De acuerdo al artículo 61 de la ley 1523 del 2012, el plan de acción específico es de obligatorio cumplimiento.
El Consejo que asesora al Gobernador, en el conocimiento, reducción y manejo de las emergencias, sesionó durante casi 5 horas, aprobando finalmente las siguientes líneas de intervención:
1. Mantener activa la Sala de Crisis hasta el tiempo que se supere la emergencia, objeto de la declaratoria de Calamidad Pública, responsable todo el CDGRD.
2. Realizar el trasbordo de personas mediante distintas alternativas seguras de movilidad, responsable el INVÍAS con apoyo de los organismos de socorro.
3. Adecuación y señalización del acceso para el tránsito de vehículos de carga sobre el río Ariporo, aguas abajo del puente en el sector conocido como El Frío, con comunicación a vía pública del municipio de Paz de Ariporo, adecuación del acceso y paso peatonal seguro, mediante la construcción de dos bateas sobre el río Ariporo, en la parte baja del puente. Y una batea para paso de peatones, en la parte alta del puente, de acuerdo a las condiciones climáticas, responsable INVÍAS con apoyo de los organismos de socorro.
4. Realizar el mantenimiento preventivo y correctivo de la vía existente que funcionará como alterna para el tránsito de vehículos no mayores a 25 toneladas (Paz de Ariporo – La Aguada – Llano de Pérez – Teislandia – Barro Negro – Degredo – Ruta Libertadora). (Anexar aval técnico de la capacidad de soporte de las obras de arte, características geométricas y de estabilidad geológica de la vía y acta de concertación con las comunidades indígenas), responsable el INVÍAS con apoyo de la Gobernación de Casanare y Alcaldías Municipales.
5. Disponer de la maquinaria necesaria para la intervención en la fuente hídrica del río Ariporo, con el objetivo de minimizar el impacto de la misma sobre el puente y zonas de influencia directa. Incluyendo la implementación de personal aguas arriba del puente, con el fin de implementar alertas tempranas de posibles crecientes súbitas, responsable el INVÍAS con apoyo de la Gobernación de Casanare.
6. Suministro e instalación de señalización vertical, informativa y de obra en la zona afectada (puente sobre el río Ariporo) y en las vías alternas para el tránsito vehicular y peatonal, responsable el INVÍAS.
7. Aplicación de la metodología de trabajo del servicio de Policía orientada a la identificación y solución de las problemáticas y manifestaciones de violencia y criminalidad que atentan contra la convivencia y seguridad ciudadana, en el contexto urbano y rural a partir de la articulación con las autoridades locales, responsable comandante Estación de Policía, Paz de Ariporo y autoridades competentes.
8. Aplicación de los protocolos de atención al ciudadano dispuestos en la resolución Nº 06565 del 12-12-2018 «por la cual se crea el Manual de Atención y Servicio al Ciudadano» capitulo III Artículo 14. Efectuando la respectiva coordinación con el Ejército Nacional para el desplazamiento al sector rural, junto con los actores corresponsables (autoridades, entidades públicas) de acuerdo con la competencia del caso, se atenderán los motivos de policía que se lleguen a presentar en el sector donde se realizó la declaratoria de situación de calamidad pública, responsable comandante Estación de Policía, Paz de Ariporo y autoridades competentes.
9. Realizar las actividades misionales propias de la Dirección de Tránsito y Transporte de la Policía Nacional en coordinación con las entidades corresponsables y organismos de socorro, contribuyendo a la movilidad y seguridad vial, en las Rutas Nacionales 6513 y 6514 Departamento de Casanare, responsable Jefe Seccional de Tránsito y Transporte Casanare.
10. Realizar estrategias de información y comunicación del estado actual en la movilidad sobre la vía Troncal del llano en el PR3 + 523, vías alternas para los diferentes modos de transporte, horarios permitidos, longitud de recorrido y novedades diarias durante la etapa de recuperación del puente Eduardo Román Bazurto, a través del uso de las herramientas digitales, medios de comunicación locales, regionales, nacionales y demás medios, responsable INVÍAS.
11. Brindar asistencia y acompañamiento técnico en los trámites de las actividades que requieran una intervención u ocupación del cauce por emergencia del río Ariporo. Brindar asistencia, priorización, y acompañamiento técnico en los trámites correspondientes para la autorización de ocupación de cauce que contemplen obras definitivas. Priorización en la evaluación de los documentos pertinentes para la expedición de la licencia ambiental, responsable Corporinoquia.
12. Demolición de las vigas y estribo afectado, responsable INVÍAS.
13. Realizar el montaje de un puente metálico semipermanente, sobre la sección afectada del puente Román Bazurto, ruta nacional 6514 Troncal del Llano, en el PR3 + 0523, responsable INVÍAS, con apoyo del Ejército Nacional.
14. Realizar el diagnóstico y estudios estructurales del puente Román Bazurto, responsable INVÍAS.
15. Realizar los estudios y diseños en Fase III y definitivos para la reconstrucción y/o construcción del puente vehicular, sobre el río Ariporo, ruta nacional 6514 Troncal del Llano, en el PR3 + 0523, responsable INVÍAS.
16. Realizar la reconstrucción y/o construcción del puente vehicular, sobre el río Ariporo, ruta nacional 6514 Troncal del Llano, en el PR3 + 0523, como solución definitiva a la emergencia presentada objeto de la calamidad pública, responsable INVÍAS.
