En el 2007, el entonces Defensor del Pueblo de Casanare, Mauricio Mojica, denunció que algo estaba pasando en la Brigada XVI con aparentes irregularidades frente a los muertos que el Ejército presentaba como bajas en combate.
En su momento hubo una fuerte molestia del ex comandante de la Unidad Militar, el coronel Henry William Torres Escalante. Tuvieron que pasar 16 años, un proceso de paz y un sistema de justicia transicional, que permitiera abrir un camino de diálogo, en donde se pudiera contar la verdad del horror del conflicto que se generó en diferentes partes del país.
“Nos llamaron locos”, dijo Mauricio Mojica, pero con la convicción de que algo macabro estaba pasando en la Brigada XVI. En el 2007 se denunciaron muertes extrajudiciales en Hato Corozal, Paz de Ariporo, Támara, Aguazul, Monterrey e incluso el funcionario, recordó que a algunas personas, las trajeron desde Villavicencio, para ser asesinadas en Casanare y luego hacerlas pasar como bajas en combate.
Para esa fecha a Mojica le llegaron sufragios a sus manos; recibió amenazas y hubo incluso personas que se acercaron con mensajes intimidantes para él y para sus funcionarios. Por fortuna, Mojica hoy puede contar la historia, cosa que no ocurrió con algunos testigos que fueron silenciados, para que no contaran la barbarie que cometieron soldados que se convirtieron en maquinas de la muerte.

Durante la audiencia, esto dijo el mayor general (r) Torres Escalante: “Debo señalar que fui irresponsable en el trato del señor Defensor Pueblo Mauricio Mojica, funcionario que en cumplimiento de su labor, denunció la estigmatización a la comunidad campesina del piedemonte y muertes ilegitimas presentándolas como muertes en combate. NO presté atención a las denuncias, dando a las quejas un trámite mecánico que no arrojó ningún resultado».
